Steampunk is a fantasy, a what-if kind of style. What if the world had accepted Ada Babbage's ideas and implemented them, what if Western Society had continued to develop using steam technology, what if the great and mad inventors of Victorian times had had their own way?
This is a world with little poverty, much intellectuality. Many people would have a private income; inventors working from their homes and from universities. Much research. Travel. Politics.
Wealthy, large, Victorian style, lots of balconies and grand views.

More gilding, more ornate, more glittery. Brass. Cogs. Wood, mostly dark.
Libraries and studies lined with books. Globes. Maps. Large maps and paintings in gilt frames.
Soft furnishings - lavish, heavily draped curtains. Thick velvet and chintz.
Overall Victorian style, but more "out there": low-cut bodices for the ladies, at least the naughtier ones!
Civil War suits for gentlemen, uniforms, übersmart suits, military styles, longer coats..
More ornate as this is a fantasy style. Orange! orange bands on top hats. Strong colours. The occasional brass cog as button or belt ornament.
Black, intricate, wrought iron.

There is no carpool for Sims without jobs. Make your Sims work from home or use a replacement carpool vehicle.

Alternatively, in a Steampunk world, most fictional characters seem to be independently wealthy. Cheat them some money and let them enjoy being inventors!
Services
Some are available to install as NPCs, for others you have to change their clothes or actually make a Sim and then import it over another NPC, using SimWardrobe's NPC Replacer.
I dressed the maid and the gardener in Victorian service clothes which I got from Hippichick at TheSimsResource. Dr Pixel made a fine wizard Merlin to replace the Travelling Salesman NPC, but the files are no longer available from the site. (He's also a playable character and seems to me to fit in with the overall steampunk\Potterishness of my Hood.)
Townies, Somebodies and Anybodies, I re-dressed them using SimEnhancer 3D.
